Before you invest a year of preparation into UKPSC Upper PCS, it’s worth fifteen minutes to check every eligibility condition — not just age and degree. Some of the rules on this page have disqualified otherwise well-prepared candidates simply because a certificate was in the wrong format, filed a year too early, or claimed twice when only one benefit was allowed. Age Limit
Candidates must be between 21 and 42 years old as on 1 July 2026 — born between 2 July 1984 and 1 July 2005.

The ex-servicemen relaxation has conditions. It’s calculated by adding the officer’s actual service length to the standard maximum age — not a flat 5-year add-on regardless of service. It does not apply to anyone dismissed for misconduct or inefficiency, or discharged due to a service-related physical disability or unfitness.
Nationality
A candidate must be one of the following:
- A citizen of India, or
- A Tibetan refugee who arrived in India before 1 January 1962 with the intention of permanently settling here, or
- A person of Indian origin who migrated from Pakistan, Burma, Sri Lanka, Kenya, Uganda, or the United Republic of Tanzania (formerly Tanganyika and Zanzibar) with the intention of permanently settling in India.
Candidates in categories 2 and 3 need two separate certificates, not one: an eligibility certificate issued by the state government, and a nationality certificate from the Deputy Inspector General, Intelligence Branch, Uttarakhand. If a category-3 candidate’s certificate isn’t ready in time, they can be provisionally admitted for up to one year while it’s processed — provisional admission is not automatic confirmation of eligibility.
Educational Qualification
A Bachelor’s degree from a university established by law in India is the general requirement for post codes 1, 2, 3, 4, 6, 7, 8, and 13. Several posts carry additional or specific qualifications instead:

Note: post 10 requires a Bachelor’s degree, not postgraduate — a detail some other sources get wrong, worth double-checking if you’ve seen it stated differently elsewhere.
Special case — Law Officer within post code 9: appointment to the Law Officer function specifically is made from serving officers holding a law graduate degree, per Part-3 of the Uttarakhand State Educational (Administrative Cadre) Rules, 2013.

Preferential (Weightage) Qualifications
These don’t affect basic eligibility — they only matter as a tiebreaker when candidates are otherwise equally placed in direct recruitment.

Only two posts carry physical eligibility bars. Every other post has none.

Chest (male only): 78.8–83.8 cm general, 76.5–81.5 cm ST/hill-area, both measured with a minimum 5 cm expansion. Minimum weight for women: 45 kg. Eyesight: 6/6 in one eye, not worse than 6/9 in the other (uncorrected for right-handed candidates); free from colour blindness.

Candidates disqualified by Color Blindness or Varicose Veins under the medical standards; hill-area and ST candidates get height/chest relaxation with a valid certificate submitted before the notification deadline.
Character and Conduct
A candidate’s character must be such that they’re suitable in every respect for government service — the appointing authority makes the final judgment. Anyone dismissed from central government, state government, or a body owned/controlled by either, or convicted of a morally turpitudinous offence, is disqualified outright.
Marital Status
A male candidate with more than one living wife is not eligible. A woman who has married such a man is also not eligible. The Governor can grant an exemption from this rule for specific, demonstrated reasons.
Physical and Mental Fitness
Beyond the DSP/Home Guard-specific standards above, every candidate must be physically and mentally fit for the post, free of any condition likely to interfere with duty performance. Gazetted-post candidates must clear a Medical Board examination; candidates for other posts must submit a fitness certificate in the prescribed format before appointment is confirmed.
Reservation Rules
Vertical and horizontal reservation benefits apply only to Uttarakhand-domicile candidates, and must be claimed in the specific column provided in the online application — a claim made anywhere else on the form isn’t recognised.

If a candidate qualifies for more than one horizontal reservation, only the single most advantageous one applies — benefits aren’t stacked.
OBC Certificate — a common disqualification trap
- Valid for 3 years from date of issue, and must remain valid through the final date of application.
- Only a Uttarakhand state-format OBC certificate is accepted. A central government-format OBC certificate does not qualify for this state recruitment’s OBC reservation, even if you’re otherwise OBC-eligible under central rules.
EWS Certificate
Must be based on income for the correct financial year — for this recruitment cycle, FY 2025–26 income, and the certificate must be issued on or after 1 April 2026. A certificate issued before that date, even if otherwise accurate, will not be accepted.
Certificate Format
Category-supporting documents must follow the format specified in the notification’s Appendix-3, self-attested, submitted with all educational records when the Commission calls for verification. Where a category isn’t listed in Appendix-3, a certificate from the relevant department’s competent officer is accepted instead. Any required affidavit must be notarised or attested by a Magistrate.
