Eligibility Criteria
Age Limit
The minimum age to apply for Uttarakhand VDO is 21 years and the maximum age is 42 years. There is no fixed cap on the number of attempts — candidates can apply for every VDO recruitment cycle as long as they remain within the 21 to 42 age bracket. Age relaxation for reserved category candidates applies as per Uttarakhand Government service rules.
Educational Qualification
Candidates must hold a graduation degree from a government-recognised university or an equivalent qualification. Preference is given to candidates who have completed at least two years of service in the Territorial Army or hold an NCC B or C certificate. This preference applies when two candidates are otherwise equal in merit during final selection.
Nationality and Domicile

- Tibetan refugees who came to India before 1 January 1962 with the intention of permanent settlement.
- Persons of Indian origin who have migrated from Pakistan, Myanmar, Sri Lanka, Kenya, Uganda, or the United Republic of Tanzania with the intention of permanent settlement.
Candidates applying under reserved categories such as SC, ST, OBC, or EWS must hold a valid Uttarakhand domicile certificate. Candidates from other states may apply under the General category but are not eligible for reservation benefits.

Selection Process
Selection for Uttarakhand VDO involves two stages: a written examination and document verification. There is no interview and no physical test.
Written Examination
The written exam is objective type and OMR-based. Candidates are assessed on subjects as per the official syllabus. A merit list is prepared based on marks scored in the written exam. Only candidates who score above the cutoff are called for the next stage.

Document Verification
Candidates whose names appear in the provisional merit list are called for Document Verification (DV). DV is conducted district-wise since VDO posts are allocated to specific districts. Candidates must appear for DV for the district against which they applied.
Documents candidates are required to bring in original:
- 10th marksheet or certificate as proof of date of birth
- Graduation degree or provisional certificate from a recognised university
- Caste certificate for SC, ST, or OBC candidates in the prescribed format
- Uttarakhand domicile certificate for reserved category candidates
- EWS certificate for candidates claiming EWS reservation
- PwD certificate for candidates claiming disability reservation
- Ex-serviceman discharge certificate if applicable
- NCC B or C certificate or Territorial Army service certificate if claiming preferential consideration
- Valid photo identity proof
Candidates who fail to produce any required document in original or whose documents are found invalid are disqualified at this stage regardless of their written exam performance.
What Happens After Clearing the Exam
Candidates who clear both the written exam cutoff and document verification are included in the final select list. The final select list is prepared merit-wise and district-wise by UKSSSC. Appointment orders are then issued by the respective District Development Officers (DDO) in each district.
After receiving the appointment order, the selected candidate is posted to a Gram Panchayat or block within the district for which the post was applied. The posting is at the village or block level under the Gram Vikas Vibhag. A probation period applies after joining as per Uttarakhand Government service rules. The candidate is confirmed in service after successfully completing the probation period.

Re-examination – What Happened
The original UKSSSC VDO written examination was scheduled for September 21, 2025. On the day of the exam, screenshots of question paper content were circulated despite signal jammers being active inside examination centres. UKSSSC Chairman Ganesh Singh Martolia confirmed the leak and named it an attempt to benefit specific individuals. Uttarakhand Police arrested the main accused, Khalid Malik, along with his sister. The case became the first to be invoked under the Uttarakhand Pratiyogi Pareeksha Adhiniyam 2023 anti-cheating law. The CBI officially took over the investigation on November 1, 2025. A fresh re-examination was conducted on June 14, 2026. The answer key is awaited.
