UKSSSC Paper Leak and Exam Cancellation — What Actually Happened

This section covers the 2025 paper leak incident factually. Most coaching platforms have not covered this story in detail because they have courses to sell. We have no such conflict.

The original exam and what went wrong

UKSSSC had originally scheduled the Graduate Level Written Examination for September 21, 2025, under Advertisement No. 70/UKSSSC/2025. This exam covered 416 posts across nine post categories. On the day of the exam, screenshots of question paper content were circulated, despite signal jammers being active inside examination centres. UKSSSC Chairman Ganesh Singh Martolia confirmed that someone had photographed questions from inside the centre and distributed them — calling it an attempt to benefit a specific individual.

Who was arrested

Uttarakhand Police arrested the main accused, Khalid Malik, along with his sister, within days of the exam. SSP Ajay Singh confirmed that no large organised gang was found — the act appeared to be carried out by a small group deliberately. A total of 2 to 3 people were detained for questioning beyond the primary accused.

Government response — timeline

September 22, 2025 — Home Secretary Shailesh Bagoli announced that the strictest possible action would be taken. DGP Deepam Seth deployed five police teams. This was noted as the first case invoked under the Uttarakhand Pratiyogi Pareeksha Adhiniyam 2023 anti-cheating law.

September 24, 2025 — A five-member SIT was formed, headed by Dehradun Rural SP Jaya Baluni.

September 25, 2025 — Chief Minister Pushkar Singh Dhami publicly confirmed SIT formation. Opposition parties including Congress staged protests in Rudraprayag, Haridwar, and Dehradun, demanding CBI investigation and full exam cancellation.

September 29, 2025 — CM Dhami visited Parade Ground, Dehradun, to meet protesting candidates. After the meeting, he formally recommended a CBI investigation.

October 2025 — A single-member judicial inquiry commission was constituted under Justice (Retd.) UC Dhyani. The commission conducted public hearings, collected candidate submissions, and submitted an interim report to the CM. The commission confirmed that a fresh examination would be held and set a three-month target for conducting it.

November 1, 2025 — CBI officially confirmed to take over the UKSSSC paper leak investigation.

June 14, 2026 — Re-examination conducted across Uttarakhand. Answer key status: awaited as of the time of this update.
